Position Summary The purpose of this position is to coordinate, train, and prepare Public Safety Telecommunicators to become licensed through the state, support licensed Telecommunicators in meeting continuing education training mandates, and enhance certifications. This is accomplished by teaching Public Safety related courses, developing course content, facilitating group discussions, and attending in‑service training. The Training Coordinator is responsible for developing the training schedule, maintaining the learning management system, creating a course catalog, loading course information, and monitoring registrations. Other duties include identifying, recruiting, and evaluating contract instructors, managing the training budget, assisting other 9‑1‑1 personnel, and overseeing the agency’s Contract Training Provider Agreement with the Texas Commission on Law Enforcement (TCOLE). The coordinator may supervise others while working under minimal supervision and with extensive latitude for initiative. Essential Job Functions Participate in the development, review, revision, and implementation of training programs, policies, and procedures. Develop, conduct, and coordinate classroom, distance learning, and e‑learning training. Create course curriculum, instructional materials, and training aids. Plan and develop specialized training and continuing education programs. Design and review course and instructor evaluations for program enhancement. Conduct training needs assessments and recommend programs to achieve long‑range training goals. Recruit and evaluate potential instructors and assist in determining instructor suitability. Report TCOLE credit and prepare state audit documentation. Facilitate workshops and meetings as required. Assist other 9‑1‑1 personnel as needed. Analyze training content for accessibility and recommend changes. Compile data and prepare reports. Process and execute training contracts for training services. Assist in preparing and managing the training budget. Maintain training breakroom supplies and inventory. Supervise the work of contract instructors when required. Perform other related job duties as assigned. Education and Experience Bachelor’s degree in a Public Safety‑related field, Public Administration, or Education, or an equivalent combination of education, training, and experience. Six (6) years’ experience as a telecommunicator. Valid TCOLE Basic Instructor certification (obtained within one year of assignment) or an equivalent teaching certification. Two (2) years of teaching experience in 9‑1‑1 related courses (preferred). Possession of a Texas Telecommunicator License within one year of employment. Minimum Qualifications Working knowledge of emergency communications center training practices, standards, and statutory requirements. Familiarity with 9‑1‑1 operational procedures and equipment. Understanding of adult learning theory and curriculum development. Experience with oversight and evaluation of adult training. Strong customer service and problem‑solving skills. Proficiency in interacting with certification, licensing, and credentialing authorities. Ability to analyze results against established goals. Knowledge of compliance guidelines and official reporting processes. Familiarity with state and federal requirements for 9‑1‑1 operations and training. Knowledge of TCOLE programs and processes. Skilled in office terminology, procedures, and equipment. Excellent interpersonal and written communication skills. Budget preparation and administration experience. Effective time management, organization, and multitasking abilities. Proficiency with Microsoft Office Suite and related software. Basic knowledge of web tools, Learning Management Systems (LMS), audio‑visual and instructional presentation systems. Familiarity with local geography and 9‑1‑1 agencies. Supplemental Information – Working Conditions Must be able to observe details at close range and communicate information. Extensive use of computers, keyboards, and technical equipment. Prolonged periods (e.g., 3 hours or more) sitting or standing in a classroom setting. Ability to stretch, reach, or lift objects up to 20 pounds. Ability to travel between fieldwork locations and attend company‑wide training events, seminars, and conferences. Current valid driver’s license and ability to operate a motor vehicle.
